| Abstract: |
After stopping the clock for 18 hours and negotiating through two all-night sessions, the WTO Fourth Ministerial, held in Doha, Qatar, passed a Ministerial Declaration which, despite the spin given it by the U.S. government and the major media, is noble in rhetoric, weak in commitment and purposefully ambiguous in key sections. The greatest accomplishment of the meeting was that it did not fail, repeating the collapse of the Third Ministerial in Seattle two years ago. |
